Baseline Survey Guide
The baseline survey forms the foundation of the project’s monitoring system and future tracer studies. It is important that participants understand the questions being asked, and that facilitators provide support and clarification where needed while the survey is being completed.
Guiding participants through the questionnaire
The Aam Digital platform does not currently have built-in skip logic. Facilitators play an important role in guiding participants through the questionnaire and helping them identify which follow-up questions apply to their circumstances.
Educational background (section 2)
- Select only your highest level of education completed.
- Complete only the follow-up question that corresponds to that qualification level.
- Do not complete all of the qualification-related follow-up questions.
Employment and self-employment (section 3)
- Answer based on your situation immediately before joining the programme.
- Employment status and source of income responses should be logically consistent.
- Complete only the employment or self-employment questions that apply to your circumstances.
- If you have multiple economic activities (for example, formal employment and a side business), answer according to your primary or dominant activity and source of income before joining the programme.
To improve data quality, facilitators should briefly explain the different categories before participants begin the employment section, and guide them to the appropriate questions based on their responses.
Purpose and data protection

1.1 Purpose
The baseline questionnaire will be used to understand your current employment and digital skills status, before commencing career support and/or digital skills training and/or employment transition support.
The questionnaire is part of the DS4JI II programme monitoring and evaluation activities, to ensure ongoing learning, improvement and tracking change.
1.2 Data protection
Please note the following before you start: GIZ will be responsible for the collection and storage of all data related to this project.
GIZ is committed to protecting your privacy and ensuring that personal information is collected and used properly, lawfully, and transparently, in accordance with the requirements of the Protection of Personal Information Act (POPIA).
Data collection and use
- Personal information will be collected as part of this study.
- The data collected will only be used for the purposes of the current project and will not be shared with third parties.
- Data may be shared with the appointed service provider (PDG) for the sole purpose of conducting tracer studies. However, personal information will not be processed or used for any data analysis and reports.
- All responses are treated with care and kept strictly confidential.
- Responses will be anonymised and/or presented in aggregate format. No personal information will be shared with any other party.
Processing of personal information
- Personal information is collected and processed primarily for research purposes, including contacting participants, understanding their experiences, and informing recommendations for service improvement.
- Individuals have the right to withdraw their consent at any time.
Storage of personal information
- Individuals may request the deletion of their personal information from our systems at any time. Such requests can be made by email communication to nobelusi.kenyana@giz.de.
- Personal information is retained only for as long as necessary for the purposes of the study.
